Other possibility, this photo is submit to the Jordan law (the jewish quarter of Jerusalem stay under jordan rules from 1948 to 1967. If the photo is under jordan law, the copyright is only for 25 years : «Article (32): Works Included in the Twenty-Five-Year Protection Period The protection period of the following works shall remain in effect for a twenty-five year period commencing as of the date of the completion of same, which shall be considered the first of January of the calendar year during which the actual completion of the work occurred: a) Photographic works. b) Applied arts works.» Source UNESCO, here : [1]
